The Monitoring, Evaluation and Learning (MEL) Officer is responsible for contributing to the maintenance and implementation of the AIPJ3 Monitoring, Evaluation and Learning Framework over the course of the program, guiding the rest of the team and partners. This framework underpins the program’s strategic focus on achieving outcomes that strengthen access to justice, human rights, security and legal reform in Indonesia. The MEL Officer will work collaboratively with the Quality and Learning team to ensure that robust, participatory and gender-sensitive MEL systems are operating effectively to measure progress, inform adaptive management, and support evidence-based decision-making for both DFAT and Government of Indonesia stakeholders by utilizing real time, program information including data sets, reports, MEL findings and communication products.
The MEL Officer will report to the MEL Manager and work collaboratively with AIPJ3 technical teams, implementing partners, and relevant DFAT investments to promote integration and foster a learning culture in support of AIPJ3 outcomes.
Job Responsibilities
Support the implementation of the AIPJ3 MEL system so that it aligns with DFAT and Government of Indonesia requirements.
Support the MEL Manager to ensure that MEL tools and processes are aligned with AIPJ3’s focus on justice reform, human rights, security, and inclusive development, including a balance of qualitative and quantitative methods.
Support the MEL Manager in responding to requests for performance information from DFAT and Bappenas.
Collaborate with technical teams to integrate MEL across all program components and cross‑cutting themes, including gender equality, disability, and social inclusion (GEDSI).
Support the MEL Manager to design, coordinate, and facilitate Reflection Workshops, ensuring strong integration between strategy and planning, MEL, and adaptation.
Provide technical assistance to AIPJ3 staff, implementing partners, and justice and security sector stakeholders on MEL planning, data collection, analysis, and use.
Contribute to designing and delivering MEL capacity‑building activities for AIPJ3 personnel, partners, and institutions, based on assessed needs.
Contribute to the development and maintenance of the MEL database and repository of tools, templates, and learning resources.
In collaboration with the MEL Manager and MIS Manager, implement the integrated system for effective sharing, discovery, creation, and retention of knowledge and data produced by AIPJ3, including real‑time access for DFAT.
Contribute to the implementation of data collection, analysis, and synthesis of monitoring data, evaluations, case studies, and lessons learned, ensuring all data is disaggregated by relevant variables.
Contribute to the development of high‑quality MEL deliverables, including progress and performance reports, annual work plans, Engagement Strategies, learning briefs, and outcome assessments.
Support evidence‑based reporting and learning for DFAT, Government of Australia, and Government of Indonesia stakeholders, and engage with other DFAT‑funded programs to align MEL practices, reduce duplication, and share learning across programs.
Provide quality assurance and technical input to internal and external MEL products and processes.
Promote the use of MEL findings to inform adaptive management and strategic decision‑making within the program.
Monitor MEL‑related risks and support the implementation of mitigation measures.
Ensure compliance with DFAT, DT Global, and AIPJ3 policies on gender equality, disability inclusion, safeguarding (including PSEAH and child protection), fraud and anti‑corruption, and environmental sustainability.
Other Educational Qualification
Bachelor’s degree in social science, evaluation, public policy, or other relevant discipline (research and methodological experience encouraged).
Skills
At least 3–5 years’ experience in MEL, with experience implementing MEL systems on international development programs, including disaggregated data for monitoring gender equality and disability equity.
Demonstrated experience modifying or contextualizing M&E tools or approaches for specific programmatic contexts.
