Geographic Information Systems (GIS) Analyst

Job Responsibilities

  • Implement and strengthen the GIS and Remote Sensing (RS) infrastructure within the project, including the administration of ArcGIS Server, ArcSDE, ArcView, and other GIS/RS tools.
  • Develop tools, collect spatial and non-spatial data from primary and secondary sources, maintain GIS/RS databases with backups, and perform data quality control.
  • Spatial Analysis and Mapping
  • Prepare GIS maps for forest watersheds and project sites, digitize and create vector data, perform supervised/unsupervised classification, and analyze RS imagery for land cover changes.
  • Generate NDVI, track land cover changes, and create shape files, map layouts, and spatial models from tabular data.
  • Web-Based Mapping and Data Utilization
  • Prepare a web-based mapping database of all target VCFs and micro-watersheds, download, convert, and upload GIS data from various sources.
  • Capture GIS data in multiple formats using GPS, satellite images, digitizers, and other tools, ensuring high-quality GIS-based data management.
  • Capacity Building and Technical Support
  • Manage training and skills development for GIS users within the project team, partners, and CHT stakeholders, and serve as the GIS technical lead.
  • Provide technical support for the preparation of annual work plans, progress reports, and enhance the performance of staff and partners in GIS data management
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
  • Ensure efficient GIS data management system; 
  • Capacity building measures on GIS data management initiated and implemented; 
  • Performance of all relevant staff of the ERRD-CHT, CHTWCA II and partner organizations has visibly improved;
  • Ensured contribution to producing quality reports;
  • Best practices on the subject matter are widely disseminated.

Other Educational Qualification

  • Advanced university degree (master's degree or equivalent) in Geography, Environmental Studies and Management, Regional Planning, Disaster Management, GIS management, Forestry, Agroforestry, Natural Resource Management, Social Sciences, or other relevant field is required, or
  • First-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Skills

.

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience on the application of GIS/Remote Sensing techniques in GIS and/or monitoring and evaluation experience in the field of natural resource management for a private or public organization
  • Experience in System with GIS software (Desktop GIS, spatial DBMS, web map server and related tools), coordinate geometry, data conversion and validation, spatial analysis and visualization is required.
  • Experience in Google Earth API/tools and GIS Web-services including KML files, WMS, WFS, ArcIMS etc. is required
  • Experience in GPS data collection, verification and GPS data management is required.
  • Experience in Image Processing using RS software (ERDAS Imagine/ENVI or any others) is an asset.
  • Working experience with commercial and Free and Open Source GIS Desktop and server-based software and GPS systems is an asset. 
  • Working experiences in CHT will be an added advantage.
  • Experience on online data management tools will be an added advantage.
  • Proficiency in computer skills, especially in ArcGIS, ArcView, MS Word, MS Excel, PowerPoint and other GIS-related software
  • In-depth experience and understanding on database management.
  • Working experience in data processing and evaluation in forest and/or other natural resources management and organizing the collection, storage and usage of geographic data.
  • Fluency in English and Bangla is required. 
  • Working knowledge in any of the CHT languages or Chittagonian dialects is desirable.
