2Pi-Jobs is acting as an Employment Agency in relation to this vacancy.

The purpose of the Area Support Manager (ASM) position is to provide sufficient support to relevant supports functions at the area level and field-offices. He/she will be leading support units, ensuring compliance with NRC and donor guidelines. The ASM will lead all support-related matters in NRC West Bank Office and provide high quality and efficient support for programme implementation.

Job Responsibilities

  • Contribute to the strategic direction of the area office for an efficient structure while ensuring adequate and fit-for-purpose support strategy rooted in national staff capacity development.
  • Be responsible for the strategic development of Area level structures, human resource capacity and allocation.
  • Provide input on operational support to the Area Plan of Action, and to coordinate to align operational support with programme plans at Area level.
  • Facilitate Area Support Budget, area level budgets, including support costs and provide regular Area level reports to Country Office and AM.
  • Provide leadership of the Support Department and ensure all work as one team, whilst ensuring collaboration with the programme units, ensuring quality support to project implementation.
  • Monitor and manage the day-to-day operations of West Bank operations, ensuring they run efficiently and effectively
  • Be responsible for implementation of new country specific technical SOPs, guidelines and tools in Area (HR, Logistic/ICT and Finance) and for development of new area specific technical SOPs, guidelines and tools.
  • Provide support to the Area Office Emergency response programme ensuring that support functions are working well to ensure the success of the response.
  • Line manageme and ensure technical capacity building of support staff including Finance, HR & Admin, Logistics and ICT.
  • Compliance with and adherence to NRC policies, guidelines, handbooks and donor/auditor requirements,
  • Facilitate trainings for programme staff on finance, logistics and HR procedures
  • Contribute to the implementation of Safe and Inclusive Programming Minimum Standards across your area of work

Skills

  • Minimum 5 years’ experience in a senior management position with solid knowledge of HR, finance and logistics routines in a humanitarian/recovery .
  • Significant previous experience from working in complex and volatile contexts.
  • Sound knowledge of the Palestinian context with experience supporting the implementation of emergency/rapid response programming.
  • Experience in implementation of humanitarian projects/programmes.
  • Experience managing large scale budgets with the ability to process large amounts of data.
  • Knowledge of donor compliance and requirements.
  • Knowledge of the Palestine or regional context.
  • Excellent communication skills with fluency in English, both written and verbal is required. Fluency in Arabic is an asset
