 IOM intends to contract an expert to provide specialized technical support for the development of the methodology and for the formulation of functional requirements needed to align the SI Migratie with EU and EUROSTAT reporting requirements.

Job Responsibilities

  • Tasks to be performed under this contract
  • Conduct a comprehensive desk review of all relevant documentation, including legal, procedural, institutional, and technical materials related to migration data management, statistical reporting, and the ongoing development of the SI Migration system.
  • Assess the current data collection, processing, and reporting practices at the General Inspectorate for Migration (GIM), including data sources, workflows, existing indicators, quality assurance mechanisms, and institutional capacities, identifying strengths, gaps, and priority areas for improvement.
  • Develop detailed indicator specifications and metadata descriptions, including definitions, disaggregation levels, calculation methodologies, data sources, frequency of reporting, validation rules, and alignment with EU acquis and international statistical standards.
  • Map end‑to‑end data flows and operational processes, covering data entry, transmission, transformation, storage, validation, aggregation, reporting lines, and interoperability requirements between GIM and other institutions within the MIA ecosystem.
  • Review and define input data requirements for the SI Migration system, ensuring that data formats, structures, coding schemes, classifications, and data exchange specifications are coherent, scalable, and aligned with EU best practices and IOM methodologies.
  • Finalize all deliverables based on feedback received from IOM, GIM, and other relevant stakeholders, integrating comments, ensuring clarity, and aligning outputs with the project's technical objectives and quality standards.
  • Prepare and submit reports on the activities carried out, as required, and produce a consolidated Final Report summarizing the overall findings, conclusions, and actionable recommendations for strengthening migration data management and supporting the implementation of the SI Migration system.
  • Performance indicators for the evaluation of results
  • Timeliness. Satisfactory completion of tasks indicated in this TOR.
  • Quality of the analysis and the delivery of requested support.
  • Quality of the detailed Terms of Reference.
  • Feedback from the stakeholders.

Other Educational Qualification

Higher degree (Bachelor or Master) in the field of study related to IT, Statistics or a related field from an accredited academic institution with relevant professional experience.

Skills

  • Proven knowledge of EU statistical standards and EUROSTAT reporting;
  • Experience in methodology development and regulatory drafting;
  • Strong analytical and drafting skills.
  • Participated in at least one project with similar activities.
  • Experience in describing and defining KPIs for statistics department.
  • Strong understanding of the Moldova context is an asset.
  • Previous experience working with General Inspectorate for Migration.
  • Previous experience working with National Bureau of Statistics.
