Other Educational Qualification

  • Advanced university degree (master's degree or equivalent) in law, transport, public administration other closely related fields is required, or 
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Skills

  • At least two years (with Bachelor’s Degree) of progressively acquired experience in law and/or policies development and/or public administration. 
  • Working experience in the EU transport legislation harmonization process or/and accession negotiations.   
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.).
  • Experience in conducting public consultations and assessing the impact of draft legal acts.
  • Ability to deal with people with tact and diplomacy.
  • Ability to achieve results and deadlines in a timely manner, maintaining a high standard throughout. 
  • Fluency in English, Romanian and Russian is required.
  • Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.
  • Additional training and/or certification in legal development would be an advantage.

Additional Requirements

  • Previous experience in working with Government, particularly with Ministry of Infrastructure and Regional Development
  • Proven experience in drafting laws, regulations, guidelines, and/or policy documents, particularly in the transport sector.
  • Prior experience with UNDP/UN Agencies/WB, and/or EU-funded projects or other international organizations;
