The Monitoring & Evaluation Officer will be responsible for the planning, coordination and day-to-day implementation of data collection design, programming, knowledge management  and will support on other relevant evaluations and evidence generation activities in the Syria CO as well as support on a range of other Monitoring & Evaluation related tasks.

Job Responsibilities

  • Data Collection and Field Operations
  • Assist in the tool ODK design and revision of quantitative survey questionnaires as needed and follow up on the necessary updates for data collection as well as survey manuals. Liaise with technical support staff for survey software as necessary.
  • Participate in or lead the training and sensitizing of enumerators and field monitors and field testing of monitoring tools.
  • Conduct daily coaching and supervision of the field team to carry out data collection, helping to ensure that sampling strategies are implemented adequately and that activities are carried out in a timely manner per the TOR.
  • Data Analysis and Reporting
  • Conduct statistical analysis of the data collected and develop scripts and tools to automate data processing and analysis workflows.
  • Conduct qualitative data analysis to identify patterns, themes, and insights. Integrate these findings into reports and presentations to inform decision-making and program improvements.
  • Create standardized monitoring reporting tools and prepare presentations for meetings on monitoring findings.
  • Prepare regular monitoring reports on the status of results and implementation progress and contribute to the data analysis. In particular, produce monthly and quarterly monitoring reports.
  • Assist in preparing reports on the progress of program implementation, project outcomes, advocacy products, and proposals.
  • Generate visual representations of data, such as charts, graphs, and dashboards, to facilitate understanding and communication of findings.
  • Design and maintain interactive dashboards to provide real-time insights and track key performance indicators.
  • Monitoring system and capacity building
  • Support the line manager in ensuring that CO monitoring systems, sampling strategy and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP), and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
  • Contribute to building M&E capacity of WFP staff, TPM, and partners through training and information sharing.
  • Manage junior staff members and guide them as required to enable high performance.

Other Educational Qualification

Masters degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Skills

  • One year of relevant professional experience if holding a Master’s Degree, and three years of relevant professional experience if holding a Bachelor’s Degree.
  • Relevant professional experience should be focused on monitoring and evaluation activities, humanitarian work and experience using a variety of quantitative and qualitative analytical tools and methods.
  • Fluency (level C) both in English and Arabic language.
