Job Responsibilities

  •  Support the overall coordination of VF annual reporting processes, including the GEF Project Implementation Reports (PIRs), GCF Annual Performance Reports (APRs), and Adaptation Fund Project Performance Reports (PPRs)
  • Coordinate responses to inquiries and requests from the GEF/GCF/AF Secretariats on submitted reports.
  • Provide support to Environmental Hub Regional Technical Advisors (RTAs), Regional Programme Associates (RPAs), Regional Hubs, and Country Offices (COs), when needed on VF M&E and reporting requirements.
  • Contribute to the Vertical Fund evaluation processes.
  • Provide coordination and management support to evaluation processes for global VF projects.
  • Support on-time submissions of evaluations to the GEF/GCF/AF Secretariats, and GEF TEs to the UNDP Independent Evaluation Office (IEO);
  • Coordinate responses to inquiries and requests from the VF Secretariats and Independent Evaluation Offices on submitted evaluations.
  • Review Mid-Term Reviews/Interim Evaluations to identify potential risks, together with VF Hub colleagues.
  • Co-manage the GPN roster sub-profile ‘Evaluation (Nature, Climate, Energy)’;
  • Facilitate Knowledge Management, Learning, and Coordination 
  • Work with others in the VF Hub on the development and update of guidance, templates, and SOPs for VF reporting and evaluations, and alignment with associated milestones in the VF Project Information and Management System (PIMS+) platform.
  • Coordinate with the business owner of the PIMS+ workspace and the VF Hub Intranet page to ensure all VF M&E-related documents and content are maintained and updated, as needed.
  • Undertake analyses of M&E/reporting data - compiling syntheses, reports, charts, tables, graphs, presentations, etc. as required - to support learning initiatives. 
  • Conduct research on UNDP’s VF portfolio for knowledge and communications products. 
  • Manage and maintain a library of VF M&E/reporting best practices, training materials, documentation of key issues of importance and lessons learnt.
  • The incumbent may perform additional duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
  • The M&E Analyst will work remotely from his/her home-base, working with teams from different time zones, but in particular with the New York time zone.
  • The M&E Analyst will report to, and be directly supervised by, the RBM Specialist based in New York, USA, will work closely with other colleagues in the VF Hub, and will engage with UNDP colleagues in Country Offices, Regional Hubs, and HQ staff, as appropriate.
  • The M&E Analyst will be given access to relevant information necessary for the execution of the tasks under this assignment.
  • The M&E Analyst will be responsible for providing her/his own workstation (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection.
  • Given the global role of this function, the M&E Analyst is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.

Other Educational Qualification

  • Advanced degree (master’s degree or equivalent) in International Relations, Sustainable Development, Environmental Management, Public Policy, Business Administration, Programme Evaluation, or other relevant field is required. Or 
  • A first-level university degree (bachelor’s degree) in the said fields, with two additional years of relevant experience will be given due consideration in lieu of advanced university degree.

Skills

  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in portfolio management monitoring, reporting and/or evaluation.
  • Experience with project and portfolio management.
  • Experience with developing guidance materials.
  • Full computer literacy in Microsoft Office programmes 
  • Experience working in international organizations is an advantage.
  • Experience with coordinating, supporting and developing guidance for M&E exercises is desired. 
  • Previous work experience and knowledge of the GEF and/or GCF project implementation and portfolio oversight, in UNDP or UN system is an asset.
  • Fluency in English is required.
  • Knowledge of another UN language is desired.
