Job Responsibilities
Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.
Facilitating the programme staff in preparation of procurement plans for the portfolio and projects and their implementation monitoring;
Organization of procurement processes including support for preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation in close coordination and guidance of Country Office (CO) Procurement team in full compliance with UNDP rules and regulations;
Monitoring of Purchase orders and contracts for timely delivery and settlement of services and payments in and outside Quantum, preparation of Recurring Purchase orders for contracting of services, support for vendors creation in Quantum.
Support for preparation of evaluation reports for submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems;
Providing inputs to reports on procurement in the CO;
Serving as a secretary of the tender procurement processes of the Projects’ procurement activities including: prepare all procurement documents, distribute and present relevant documentation to the members of the committee; coordinate procurement evaluation committee meetings; prepare procurement evaluation committee reports as well as maintain records of all documentation and reports;
Support with drafting Terms of Reference (TOR)/technical specifications/Statement of Work (SOW) according to UNDP regulations, required evaluation criteria and scoring and provide procurement related inputs before clearance by the Procurement Unit of the Country Office (CO);
Playing leading role in analysis and administration of procurement planning and tracking procurement cases of the Project in the online Procurement Plan to ensure accuracy and completeness of the information represented at Sharepoint;
Implementation and maintenance of the procurement activities of the Projects to record and archive the electronic documents;
Review and clearance of documents related to Micro-purchase Canvass Canvass PO with through review on compliance prior to the approval.
Provide Logistical support to the project such as organizing workshop, training, events, visits and other logistical arrangement that might required for the projects.
Carry out market research for the key procurement cases items (Goods, works and services) of the relevant Projects;
Support in management of e-procurement module as may be applicable.
Providing procurement related guidance to the Projects, in close cooperation with Project Procurement Specialist and CO Procurement Unit;
Synthesis of lessons learnt and best practices in procurement implemented in the Projects procurement processes;
Sound contribution to knowledge networks and communities of practice.
Other Educational Qualification
Advanced university degree (master's degree or equivalent) in Procurement, Logistics, Business Administration, Public Administration, Economics, Finance, Social Sciences, Energy or related field is required, or
A first-level university degree (Bachelor’s degree) in the areas mentioned above, in combination with additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.
Skills
CIPS level 2is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the of application will have a proportionate advantage.
Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in public sector procurement management.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling of web-based management systems.
Experience in working or liaising with a UN Agency or International Organization in the field of procurement;
Experience in working with UN procurement systems/procedures;
Experience and knowledge of public procurement principles;
