  • Community mobilization, formulation/reactivation/facilitation of community groups; closely follow up community volunteers to ensure participatory and collective actions.
  • Maintain strong communication and networking with local government officials, elected representatives, local NGOs, waste workers, recyclers, and other BRAC programmes for implementing project initiatives.
  • Mobilize and coordinate community members, youths and stakeholders for waste management initiatives.
  • Follow up field level implementation of the project and ensure high quality project outputs and impact as per allocation and targeted coverage.
  • Provide support to the project team, research, knowledge management and MEAL activities in the field.
  • Meet the goals and objectives within the limited timeframe and support different reporting, monitoring and MIS activities.
  • Assist in organizing training, workshops and different events at the field level according to annual targets.
  • Perform awareness raising and capacity building activities on waste management at community, school and institution level.
  • SAFEGUARDING RESPONSIBILITIES:
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

About the Project:

BRAC intends to implement an upcoming project to establish the foundation for a sustainable, inclusive, and operationally efficient solid waste management system in Pabna Municipality. The project will support targeted interventions aimed at strengthening the overall urban waste management ecosystem, including improving waste containment and collection systems, enhancing the capacity of waste workers, promoting behaviour change, and expanding community-based resource recovery and recycling systems. The duration of this project will be for one year.

Job Purpose: The Project Officer will work in the project component of the field operation unit; implement all the project interventions with the help of community at the field level as front-line staff; maintain strong communication and networking with the municipality and local stakeholders for effective engagement in social accountability initiatives.

Other Educational Qualification

  • Post‑graduate diploma or certificate in Urban Planning, Regional Development, or a related field.
  • Professional certification in Project Management (e.g., PRINCE2, PMP, IPMA).
  • Specialized training in Geographic Information Systems (GIS) and spatial analysis.
  • Certification from the Institute of Town Planners (e.g., CTP, MTP) or equivalent professional body.
  • Continuing education courses in Sustainable Development, Climate‑Resilient Infrastructure, or Public‑Private Partnerships.
  • Workshops or short courses on community engagement, stakeholder management, and participatory planning.

Skills

  • Project Management: Proven ability to plan, execute, monitor, and close urban development projects within scope, schedule, and budget.
  • Urban Planning Knowledge: Strong understanding of urban development principles, land use planning, zoning regulations, and sustainable city initiatives.
  • Stakeholder Engagement: Skilled in liaising with government agencies, NGOs, community groups, and private sector partners to gather input and build consensus.
  • Analytical Skills: Ability to analyze socio‑economic data, GIS maps, and feasibility studies to inform project decisions.
  • Financial Management: Experience preparing budgets, tracking expenditures, and reporting financial performance against donor requirements.
  • Reporting & Documentation: Proficient in drafting progress reports, technical memoranda, and project documentation in line with organizational standards.
  • Risk Management: Identify potential risks, develop mitigation strategies, and implement contingency plans.
  • Communication: Excellent written and verbal communication skills; ability to present complex information clearly to diverse audiences.
  • Team Collaboration: Demonstrated teamwork, mentoring junior staff, and fostering a collaborative work environment.
  • Technical Proficiency: Familiarity with project management software (e.g., MS Project, Primavera), GIS tools, and MS Office suite.
  • Adaptability: Ability to work in dynamic, multi‑cultural settings and adjust priorities as project needs evolve.
  • Legal & Regulatory Awareness: Knowledge of relevant local and international urban development policies, procurement guidelines, and environmental regulations.

  • Minimum 2 years of working experience with NGOs or international development organizations.

  • Field experience in working with municipalities, youth groups and community groups is preferable.

  • Additional Job Requirements:

  • Demonstrated ability to work in development projects.

  • Ability to work under minimal supervision and have impact on input on project indicators

  • Having respect for different races, ethnic communities and genders.

  • Project implementation and capacity building competencies.
