The World Food Programme (WFP) is seeking a Programme Policy Officer (CBT & Livelihood) to support policy and program activities that address food assistance needs in Pakistan. 

Job Responsibilities

  • The incumbent will be responsible for the following tasks:
  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

Other Educational Qualification

  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or,
  • First University Degree with additional two years of related work experience at professional / managerial level and/or trainings/courses.

Skills

  • A minimum of one year of post-graduation professional/managerial level experience in the development sector related to Emergencies and Livelihood, specifically CBT (Cash Based Transfer).
  • Experience and technical knowledge of cash-based transfers and food distributions at a manager level during national emergencies and also development context
  • Deep experience and technical knowledge of livelihoods, recovery, Food for Asset Creation, emergency response and similar activities at an officer-level.
  • Excellent professional coordination, supervision, conflict resolution and liaising skills.
  • Experience of working in both field and country offices in relevant capacities.
  • Fluency in English and Urdu. Knowledge of an additional local language is an advantage.

  • OTHER SPECIFIC JOB REQUIREMENTS:
  • Support technical overview and operationalization of WFP food and cash-based assistance at the national level.
  • Support the activity manager for starting and coordinating food and cash interventions in emergency and recovery contexts under supervision of the Activity Manager. Scale-up and assist in design of Resilience-building and development projects as applicable.
  • Support project management and coordination of projects nation-wide. Use project management tools, and report progress and results to the activity manager.
  • Coordinate with Provincial Offices (PO) and other functional units at Country Office (CO) and guide and drive emergency or conditional response modalities in accordance with timelines.
  • Provide technical support to the activity manager and PO colleagues on livelihoods-based recovery activities.
  • Support resource pipeline coordination and tracking, operational planning of food/cash, and detailed workplans and timelines together with the Activity Manager in liaison with POs.
  • Facilitate situation updates, project progress updates, tracking of distributions and similar together with the activity manager.
  • Provide inputs when requested for concept notes, donor proposals, reports and other technical and strategic documents.
  • Coordination with the Financial service providers, WFP Finance and Cooperating Partners for effective and efficient delivery of cash, and resolution of issues reported from the field.
  • Follow up with database team for generation of beneficiary data for payments and process payments for beneficiaries after completion of each work cycle as per endorsement from relevant provincial office.
  • Facilitate designing and populating operational plans and overview of timely resource/funding use.
  • Develop and share the monthly cash forecast with finance to maintain efficient payment processing and follow up with finance for cash arrangements as per monthly cash forecast and payment release. Follow up with financial service providers for reports and issues related to disbursements
  • Participate and facilitate Field Level Agreements processes, contracting of partners and similar, budget and programming, database and SCOPE, and more.
  • Other tasks assigned by the supervisor within the job level of expertise.
