Correctional Services Adviser

2Pi-Jobs is acting as an Employment Agency in relation to this vacancy.
The Correctional Services Adviser will work in partnership with the Papua New Guinea Correctional Service (CS) to strengthen institutional capacity, training, operational standards, and management practices within CS.
The Adviser will provide technical assistance, operational support, and professional development to CS counterparts at CS Headquarters, CS Training College Bomana and CS Institutions around PNG to strengthen rehabilitation and reintegration components of Correctional Services.

Job Responsibilities

  • Training & Capacity Development
  • Deliver training programs and mentoring for CS officers and management.
  • Strengthen the capacity of the CS Training College at Bomana and regional institutions.
  • Build knowledge of international standards and best practices in correctional management.
  • Operational Support & Standards
  • Support the development and implementation of Standard Operating Procedures (SOPs).
  • Strengthen compliance and accountability frameworks for correctional services.
  • Improve prison management practices, security protocols, and operational efficiency.
  • Rehabilitation and Reintegration
  • Support the design and delivery of rehabilitation and reintegration programs for inmates.
  • Enhance systems for case management, education, vocational training, and psychosocial support.
  • Build linkages between correctional facilities and community-based reintegration partners.
  • Strategic and Policy Engagement
  • Provide technical advice to CS leadership on strategic planning and institutional reform.
  • Contribute to the development of policies that align with PNG’s law and justice priorities.
  • Strengthen collaboration with sectoral stakeholders, including justice and security agencies.
  • Monitoring, Reporting, and Learning
  • Support monitoring and evaluation of correctional programs and services.
  • Document lessons learned and contribute to program-level reporting.
  • Foster a culture of continuous learning and improvement within CS institutions.

Other Educational Qualification

Tertiary qualifications in law, policy, public administration, or a related field.

Skills

  • At least 10 years of relevant experience in corrections management, prison reform, or institutional capacity building.
  • Proven ability to deliver training and professional development in correctional environments.
  • Demonstrated experience in building institutional and human resource capacity in developing country contexts.
  • Demonstrated experience managing or advising on organisational reform, especially within security or justice institutions.
  • Strong understanding of prison operations, rehabilitation programming, and international corrections standards.
  • Experience developing Standard Operating Procedures, policy and compliance frameworks for correctional institutions.
  • Excellent interpersonal and communication skills, including cross-cultural sensitivity and ability to build trusted relationships with diverse stakeholders.
  • Sound judgment, resilience, flexibility and commitment to continuous improvement.
  •  Cultural sensitivity and ability to work effectively in cross‑cultural environments.
