The International Organization for Migration is actively supporting the response to the Ukraine crisis and recovery through direct provision of health care services using mobile clinics, provision of medical supplies and commodities as well as supporting health workers' capacity development. IOM is a key member of the United Nations Country Team (UNCT) and the Health Cluster in Ukraine and actively participates in the Health Sector Working Group.
Under the overall supervision of the Chief of Misson and the direct supervision of Head of Programme (Humanitarian), the National Programme Officer (Emergency Health & Recovery) will be required to oversee the IOM Emergency Health and Recovery operations towards the successful implementation and monitoring of IOM Ukraine’s Emergency Health and preparedness and response and recovery projects in Ukraine.

Job Responsibilities

  • Oversee  the emergency health and recovery response, including the supervision and implementation of project activities, staff recruitment for the team, provision of procurement of medical equipment and supplies, assessment of health infrastructure and support to health information systems, supervising health teams in IOM-supported health facilities, and facilitating outreach and referral activities. 
  • Supervise and facilitate capacity building of staff in the area of responsibility to support the continuous provision of quality health programming; provide in-field coordination and ensure the implementation of planned activities; research opportunities for training and professional development; and conduct performance appraisal of health staff using the IOM Performance Assessment System (PAS).
  • In close collaboration with the field staff, contribute to the development of project management tools such as work plans, procurement plans, staffing plans, and budget/financial projections for each project in designated areas to facilitate the timely availability of material, financial, and personnel resources required for health response. 
  • Provide technical support to the monitoring and evaluation of emergency health and recovery interventions in the field, including contributing to the development of tools that increase effectiveness and improve quality of care and recommend detailed action plans for implementation. 
  • Using IOM’s Displacement Tracking Matrix (DTM) and other assessments conducted by IOM and partners, continuously identify health needs and propose interventions to help strengthen IOM’s health response to conflict-affected populations, including Internally Displaced Persons (IDPs), returnees, host communities, and non-displaced populations. 
  • Support the development and implementation of contingency plans at the field level. This may include supporting supply chain management at the field level and planning for disease-specific preparedness and response activities. 
  • Prepare regular reports (i.e. weekly field reports from the field teams) on IOM activities, including key performance indicators and support the analysis of regular epidemiological reports. 
  • Conduct regular visits to designated field locations to monitor the implementation of IOM’s health programs, help build the team’s capacity and meet with local authorities and other stakeholders. 
  • Ensure that health services provided at IOM-supported mobile and health facilities, meet national and international quality standards and facilitate the harmonization of IOM’s activities across different locations in their designated areas. 
  • Maintain knowledge of the context, including the evolution of the humanitarian needs, population movements, and security issues that can affect the health status and needs of the population and the implementation of IOM’s programs. 
  • Remain abreast of changes in MoH policies and regulations that might affect IOM’s operations in the designated areas and check IOM’s adherence to the latest updates from MoH. 
  • Represent IOM in key health coordination forums such as the regional coordination meetings or sub-national Health Cluster meetings and technical working groups; liaise and coordinate with national and international health and development assistance authorities in respective geographical areas; key counterparts may include the Ministry of Health, WHO, the United Nations International Children's Emergency Fund (UNICEF), UN Office for the Coordination of Humanitarian Affairs (OCHA), and other stakeholders. 
  •  Contribute to IOM resource mobilization efforts by providing inputs on needs, opportunities, implementing partners, operational strategies, and financial requirements.
  • Coordinate with IOM's other thematic areas in the country, such as, Shelter, Water, Sanitation and Hygiene (WASH), Protection, Camp Coordination and Camp Management (CCCM) and others, to help integrate and mainstream health into project proposals, tools and strategies where relevant and possible. 
  •  Perform such other duties as may be assigned.

Other Educational Qualification

  • Master’s degree in Public Health or other related field from an accredited academic institution with at least two years of relevant professional experience; or,
  • Bachelor’s degree in the above-mentioned fields with four years of relevant professional experience.

Skills

  • Practical experience in project management, including administrative and financial management, procurement and HR procedures, and internal control procedures. 
  • Experience working in coordination and collaboration with national and local governmental authorities and donors, as well as with both local and international partner institutions, diplomatic missions and civil society organizations. 
  • Strong experience managing complex emergency, humanitarian, and recovery programming. 
  • Strong operations background and ability to identify solutions to complex operational challenges. 
  • Sound knowledge of programme development, management, and capacity-building methodologies. 
  • Effective resource mobilization and management skills.
  • Sound judgment, ability to extract, interpret, analyse and format data and make decision rapidly to resolve operational problems. 
  • Ability to work with minimum supervision. 
  • Ability to effectively coordinate with project partners, government, NGO and local stakeholders is essential; an understanding of multi-sectoral project coordination mechanisms is mandatory. 
  • Excellent communication and interpersonal skills, including demonstrated ability to operate effectively across organizational boundaries with proven liaison and negotiation skills. 
  • Demonstrated ability to supervise and manage staff in humanitarian emergencies. 
  • Ability to write and speak clearly and concisely in English.
  • For this position, fluency in Ukrainian and English (oral and written).
