Senior Programme Coordinator

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Programmes (Recovery and Development), the Senior Programme Coordinator (Housing & WASH) will be responsible for the strategic, technical, and operational oversight of IOM Ukraine’s housing and WASH recovery initiatives. This includes the management of housing reconstruction, WASH engineering interventions, and oversight of a major financial mechanism for housing support via the State Fund for Youth Housing (SFYH). The WASH component includes infrastructure rehabilitation, restoration of water supply systems, sanitation service provision, hygiene promotion, and technical support to vulnerable and conflict-affected communities.

Job Responsibilities

  • Manage the planning and execution of IOM Ukraine’s housing reconstruction and WASH programmes, ensuring alignment with donor and institutional requirements. This includes managing project cycle activities including needs assessment, planning, procurement, implementation, and monitoring as well as developing programme frameworks, operational plans, budgets, and risk mitigation strategies.
  • Supervise construction and WASH contracting, ensure adherence to national codes, and manage quality control and value-for-money assessments. Provide substantive technical inputs to procurement processes for both sectors as requested. 
  • Oversee the housing loan initiative in partnership with the State Fund for Youth Housing (SFYH), ensuring due diligence, transparency, and impact. Coordinate closely with the SFYH and other service providers to ensure compliance with loan disbursement criteria, repayment systems, and beneficiary selection frameworks. 
  • Develop and apply a robust M&E system with indicators, data collection tools, and learning mechanisms for housing and WASH programme activities. Moreover, facilitate internal reviews, donor evaluations, and audit exercises. Ensure the collection and use of disaggregated data of beneficiaries (age, gender, vulnerability status) for programme learning and reporting.
  • Maintain effective coordination with government entities, donors, and housing and WASH recovery partners to ensure policy and operational coherence. Participate in inter-agency fora related to housing, reconstruction, WASH, and durable solutions.
  • Ensure sound financial oversight of the housing and WASH programme components, including budgeting, risk mitigation, and reporting on fund utilization. Monitor fund utilization and contribute to the development of financial tools, dashboards, and audit trails.
  • Lead and mentor a multidisciplinary team, ensuring clarity of roles, technical guidance, and operational efficiency across field sites.
  • Ensure that all programme activities follow IOM’s institutional standards and donor compliance frameworks, including audit readiness.
  • Prepare high-quality reports, policy briefs, and presentations for internal and external stakeholders, including donors and government partners.
  • Build capacity of local partners and SFYH counterparts in loan administration, monitoring, and housing recovery best practices.
  • Conduct regular field visits to assess progress, resolve challenges, and validate technical and financial documentation.
  • Contribute to the strategic development of IOM’s housing and WASH portfolios, including concept notes and resource mobilization efforts, and ensuring linkages and synergies with other areas of IOM Ukraine’s recovery and development programming.
  • Identify new opportunities for operational programming and align the same with government and UN strategies and response plans.
  • Represent IOM at relevant national and sub-regional cluster meetings, related fora, and other recovery-related events.
  • Perform any other duties as assigned.

Other Educational Qualification

  • Master’s degree in Civil Engineering, Architecture, Development, Business Administration, Economics, Finance, or a related field from an accredited academic institution with seven years of relevant professional experience; or 
  • University degree in the above fields with nine years of relevant professional experience.

Skills

  • Excellent leadership, team management, and strategic planning skills;
  • Familiarity with donor requirements and international housing standards;
  • Strong understanding of due diligence, value-for-money principles, and financial oversight tools;
  • Sound knowledge of contractual and procurement frameworks related to construction or housing finance and WASH service delivery;
  • Strong negotiation and communication abilities, especially with public-sector actors; and,
  • Proficiency in Microsoft Office, project management tools, and familiarity with GIS/AutoCAD or construction-related software is an advantage.

Additional Requirements

  • Proven experience in managing large-scale reconstruction programmes in complex humanitarian or post-conflict settings; and,
  • Demonstrated experience in working with government institutions, particularly in housing policy, water/sanitation regulation, social funds or loan mechanisms.
  • IOM’s official languages are English, French and Spanish.
