Job Responsibilities

  • Leadership & Team Management
  • Lead MERLA, Knowledge Management, Locally Led Development (LLD), and Communication & Public Diplomacy teams.
  • Oversee programmatic reporting (annual, six-monthly, and exception reports) and annual planning.
  • Program Quality & Performance
  • Drive a culture of high performance and client-focused service delivery.
  • Ensure innovation, quality assurance, and integration of GEDSI, safeguards (social & environmental), LLD, and Climate Change & Disaster Resilience (CCDR) into program activities.
  • Strategic Support & Locally Led Development
  • Provide strategic guidance to strengthen locally driven solutions.
  • Support implementation of TSSP3’s Locally Led Development approach.
  • Stakeholder Engagement & Communication
  • Build and maintain effective relationships with GoPNG partners and the Australian High Commission (AHC).
  • Coordinate deliverables requiring AHC and GoPNG participation to ensure timely and effective delivery.
  • Senior Management & Collaboration
  • Actively contribute as a member of the TSSP3 Senior Management Team (SMT).
  • Work closely with the leadership team to ensure a cohesive approach to Australia’s support to PNG’s transport sector.

Other Educational Qualification

Tertiary qualifications in international development, business, political science, or related discipline.

Skills

  • A minimum of 15 years’ relevant work experience in international development, with demonstrated experience supporting DFAT-funded programs, either as a donor representative, managing contractor, senior adviser
  • At least seven years in a senior leadership role on a development program — ideally as a team leader, contractor representative, senior program manager or senior executive — with experience in performance management, team oversight and strategic implementation
  • Demonstrated excellence in managing donor reporting and deliverables, including experience in quality assurance systems and meeting DFAT’s programmatic and contractual expectations
  • Strong understanding of MERLA (Monitoring, Evaluation, Research, Learning and Adaptation) functions, including how to resource, structure and prioritise MERLA to support decision-making and program accountability
  • Demonstrated experience in systems development and the ability to manage technical MIS and knowledge management experts to design and maintain practical, user-friendly systems that enhance program performance and learning
  • Strong interpersonal and cross-cultural management skills, with a demonstrated commitment to locally led development (LLD), team strengthening and respectful partnership approaches
  • Excellent written and verbal communication skills, with the ability to synthesise and present complex information clearly to a variety of audiences, including government and donor stakeholders
  • Demonstrated capacity to identify program risks, develop mitigation strategies and manage their implementation within complex operating environments.
