Join the Vietnam–Australia Partnership on Human Resource Development Program Phase 3 (Aus4Skills) as the Monitoring, Evaluation and Learning – Management Information Systems (MEL–MIS) Officer.
Funded by the Australian Department of Foreign Affairs and Trade (DFAT), Aus4Skills Phase 3 is a ten-year program working in partnership with the Government of Vietnam to support Vietnam’s human resource development priorities and strengthen the Vietnam–Australia relationship.
The MEL–MIS Officer will support the delivery of the program’s annual MEL plan, including data collection, analysis, reporting and learning activities. This is an exciting opportunity to contribute to a high-impact human resource development program focused on higher education, public sector governance, vocational education and training, gender equality, disability and social inclusion, localisation and climate adaptation.

Job Responsibilities

  • Lead the design, development, maintenance and continuous improvement of interactive Power BI dashboards and data visualisations to support decision-making, performance monitoring and DFAT reporting.
  • Support the management and maintenance of program databases and Management Information Systems, ensuring data quality, security, consistency and optimal system performance.
  • Coordinate and contribute to data collection activities, including Alumni Development Impact Surveys, participant and partner surveys, focus groups, impact studies and periodic evaluations.
  • Support the analysis and reporting of program data and evidence, including the preparation of learning briefs, data analysis reports, performance reports and other MEL products.
  • Maintain and update indicator tracking systems and work with component teams and ICT/Systems colleagues to ensure program results are accurate and consistently reported.
  • Support reflection, learning and adaptive management processes, including program reviews, learning workshops and pause-and-reflect sessions.
  • Contribute to the integration of gender equality, disability inclusion, localisation, climate adaptation and safeguarding considerations into MEL systems and practices.

Skills

  • You will be a data and MEL professional with experience supporting monitoring, evaluation, data management or Management Information Systems in a development, education or other complex program environment. You will bring:
  • A tertiary qualification in Management Information Systems, Information Technology, monitoring and evaluation, statistics, social sciences, gender studies, development studies or a related field.
  • At least two years of relevant experience in monitoring, evaluation, statistics, data management or information systems. Experience in international development, human resource development or education management will be highly regarded.
  • Demonstrated experience designing, developing, maintaining and improving databases or Management Information Systems, including data collection, data entry, validation and analysis.
  • Practical knowledge of Power BI, Microsoft Access and advanced Microsoft Excel.
  • An understanding of MEL frameworks and the ability to translate indicators into effective database and reporting systems.
  • Strong analytical, organisational and problem-solving skills, with excellent attention to detail.
  • Strong interpersonal and communication skills, including the ability to present data clearly and build effective relationships with colleagues, partners and stakeholders.
  • Excellent written and spoken Vietnamese and English language skills.
  • The ability to work collaboratively, manage competing priorities and adapt to changing program requirements.
  • A commitment to inclusive, respectful and supportive workplace practices, including gender equality, disability inclusion, safeguarding and localisation.
