Under the overall supervision of the Director of the IOM Sub-Regional Office (SRO) in Brussels and direct supervision of the Chief of Mission (CoM) of International Organization for Migration (IOM) Norway, and in close collaboration with the relevant units at the SRO in Brussels, Regional Office (RO) in Vienna and Headquarters (HQ), the Partnerships Officer will be responsible and accountable for a strategic and diversified approach to fundraising and donor engagement that is coherent, consistent, and strategically aligned, to also contribute to the Organization’s institutional goal of broadening its funding base, strengthening its long-term financial sustainability. In close coordination with the CoM, the Partnerships Officer will oversee political analysis, donor liaison, communication, and knowledge management activities through the assessment and monitoring of the vision, budgets and funding trends, and relevant policies, strategies and priorities of the Government and other relevant stakeholders in Norway. The Partnerships Officer will also manage the development, review and submission of project proposals and reports to traditional and non-traditional donors (e.g. private sector, foundations, etc), in the fields of migration governance and management, and other programmes in the Country Office (CO), identify and secure opportunities for developing and promoting IOM’s strategic objectives through programmes in CO, and develop strategic partnerships with counterparts in the national and local government, private sector, civil society, academia, media, UN and related agencies, and other relevant stakeholders in line with the IOM global, regional, Nordics and country strategies, including the Strategic Results Framework (SRF).

Job Responsibilities

  • Contribute to the development of and implement a coherent and evidence based fundraising strategy aligned with Norway’s political landscape and migration priorities as well as with IOM’s institutional strategy, framework, and priorities for donor diversification. Define priority donor segments and value propositions, track emerging funding trends and opportunities, and maintain an up to date proposal pipeline with systematic analysis of conversion rates and time to award to support evidence based decision making.
  • Maintain and strengthen relationships with existing donors and proactively cultivate new partnerships (including non traditional donors such as the private sector and foundations). Liaise closely with the CoM and as needed, coordinate with the SRO, RO, HQ and relevant IOM COs to ensure consistent donor engagement, positioning and messaging.
  • Identify, pursue, negotiate and secure programme and project funding opportunities aligned with national and sub national priorities, in close coordination with the CoM, SRO and RO, and with support from relevant Regional Thematic Specialists (RTSs) and the Regional Project Development Officer (RPDO). Monitor donor policies, strategic priorities and budget cycles, and proactively diversify funding sources across government and non traditional donors to reduce funding concentration risks, in line with IOM’s strategic priorities.
  • Coordinate the design and development of high quality, innovative and scalable programmes and projects with relevant CO units, partners and donors, ensuring alignment with donor interests and requirements while safeguarding compliance with IOM standards and the Strategic Results Framework. Facilitate timely internal review, clearance and submission of concept notes, proposals and donor reports through IOM’s relevant Enterprise Resource Planning (ERP) applications.
  • In coordination with the CoM, represent the CO in meetings, briefings, conferences and events, and engage with donors and key stakeholders (government, UN and partners, civil society, academia/think tanks and private sector) at international, national and sub national levels.
  • Support Programme teams to meet donor reporting requirements by coordinating inputs and providing quality assurance through the review of donor and other external reports. Ensure timely compliance with donor requirements, procedures and IOM reporting standards. Promote consistent and effective use of the relevant software application to capture project data and strengthen knowledge management.
  • Create and maintain up to date donor profiles, stakeholder maps and concise guidance notes/briefs on donor priorities and procedures. Produce regular, analytical donor intelligence updates to inform outreach, partner engagement and pipeline prioritization decisions.
  • In coordination with the CoM, coordinate the development, monitoring and review of the CO strategic planning cycle, including the country strategy, resource mobilization strategy and annual work plans. Analyze resource requirements and funding gaps for delivery of the country strategy and propose realistic and time bound remedial actions, including funding diversification scenarios.
  • Prepare high impact visibility and presentation materials to support resource mobilization, such as donor briefing packs, key messages, presentations and strategic snapshots for Senior Officials Meetings (SOMs), donor/partner visits and briefings.
  • Establish and maintain CO knowledge management practices for resource mobilization and donor relations, ensuring accurate and up to date records of donor correspondence, project development documents and reporting files in relevant applications and shared repositories, in line with IOM standards and audit requirements.
  • Perform such other duties as may be assigned.

Other Educational Qualification

  • Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Skills

  • Experience working in international organization and knowledge of the UN system; 
  • Experience in the field of migration issues, project development and design, project implementation, and administrative and financial management;
  • Experience in donor relations and grant management for specific donors of IOM’s interest;
  • Previous experience and knowledge of donor funding mechanisms, particularly in the Country;
  • Experience in project development, donor reporting and technical writing and editing, preferably in the international development/humanitarian sector; and,
  • Experience with Results Based Management approach and other strategic planning approaches.
  • Skills
  • Excellent communication, writing and organizational skills; ability to prepare clear and concise reports; 
  • Basic knowledge of monitoring and evaluation concepts, approaches and methodologies;
  • Demonstrated analytical and planning skills; capacity to establish working relationships with governmental authorities, national/international institutions and Non-GovernmentalOrganizations;
  • Capacity to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional background;
  • Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative and good judgment;
  • Personal commitment, efficiency, flexibility, drive for results, creative thinking; and
  • Good level of computer literacy, including database applications.
