Under the overall supervision of Head of Resources Management, the direct supervision of the Resources Management Officer (Grants & Compliance), the  functional supervision of the National Grants and Compliance Officer and in close coordination with relevant Units at Country Office, the Sr. Grants & Compliance Associate - CBI will be responsible and accountable for supporting institutional compliance processes in line with IOM rules, regulations and policies. This will be achieved through regular cross-functional reporting on compliance-related issues of concern, addressing recommendations made in external and internal audits, and other internal and external Organization-wide reviews. The incumbent will support the implementation and application of grant policies and procedures in compliance with established accounting standards, IOM’s and donors’ rules and regulations, and legal requirements to support high-quality programme implementation. 

Job Responsibilities

  • Support the coordination and monitoring of operational, administrative, and financial aspects of CBI in accordance with IOM policies, global standards, donor agreements, and guidelines.
  • Support the application of cross-cutting issues (GBV, Disability Inclusion, Child Protection, AAP) across all CBI activities in line with established programme guidance.
  • Support implementation follow-up across stages of the CBI programme cycle, including verification, distribution, PDM, and project closure, in line with IOM CBI standards and donor requirements.
  • Provide technical support in the review, and application of SOPs, programme tools, methodologies, technical guidelines, and other procedures for cash projects.
  • Provide knowledge-sharing and procedural guidance to Field Coordinators and Field Assistants through related to CBI implementation and accountability to affected populations, in line with established procedures.
  • Support the M&E Unit with CBI-related monitoring activities, including AAP mechanisms and response tracking.
  • Undertake regular field visits and duty travel to monitor implementation, provide technical support on established procedures, and verify compliance with donor and project requirements.
  • Support due diligence and capacity assessments of implementing partners, including documentation review and provision of compliance-related information.
  • Review implementing partners’ proposals, work plans, budgets, and monitor deliverables and timelines against established project requirements and compliance criteria.
  • Support the Grants and Compliance Officer in maintaining and updating tracking tools and matrices related to CBI implementation and partner performance.
  • Prepare and consolidate documentation for internal and external verifications, audits, donor reviews, and other compliance requirements.
  • Compile and provide inputs for concept notes, project narratives, workplans, and contribute to progress reports, assessment reports, briefing notes, and other CBI reporting products.
  • Support data management and presentation for CBI, including preparation of tables, graphics, presentations, dashboards, and attendance at Cash Working Groups and related coordination platforms as requested.
  • Support coordination with local authorities, UN agencies, NGOs, and stakeholders on harmonization of cash programming and implementation follow-up activities.
  • Perform such other duties as may be assigned by the supervisor.

Other Educational Qualification

  • Bachelor’s degree in Economics, Social Sciences, Political Science or a related field from an accredited academic institution with four years of relevant professional experience; or;
  • High school diploma with six years of relevant professional experience.

Skills

  • Experience supporting cash programming in humanitarian contexts, preferably across multiple sectors, including experience in emergency and conflict environments.
  • Experience liaising with governmental authorities, national or international institutions, United Nations agencies and non-governmental organizations. 
  • Experience supporting project or programme implementation and monitoring activities. 
  • Strong experience with databases, assessment tools and reporting.
  • Prior work experience with international humanitarian organizations, non-government or government institutions or organization in a multi-cultural setting is an advantage.
  • Knowledge of the fundamentals of Cash-Based Interventions (CBI).
  • Familiar with systems used in humanitarian programme implementation and willingness to learn new applications.
  • Ability to communicate effectively with vendors and beneficiaries.
  • Knowledge of Accountability to Affected Populations (AAP) tools and methodologies. 
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint and Outlook. 
  • Demonstrated interpersonal and communication skills.
  • Knowledge of Sphere standards and other training in humanitarian response frameworks is an advantage.
  • Strong organizational skills with the ability to work independently, meet deadlines, prioritize tasks and maintain attention to detail.
  • Fuency in English and Dari is required (oral and written).
